Customs Airports and Working Hours of Customs
Listed below are the Customs airports (Customs places) within New Zealand at which aircraft arriving from a place outside New Zealand may land and subsequently depart from. Further details regarding Customs processing for non-scheduled aircraft is provided for each airport.
The New Zealand Government funds the operation of Customs at each of these airports for passenger clearance services at the hours determined by the Chief Executive of the New Zealand Customs Service. Outside of those hours Customs charges may be levied as per Regulations 4 and 5 of the Customs and Excise Regulations 1996.
AUCKLAND INTERNATIONAL AIRPORT LTD
The current international flight schedule at Auckland airport requires Customs to have staff on site 24 hours a day, seven days a week.
CUSTOMS PROCESSING
1. Scheduled airline services:
Auckland airport is designated as a Customs airport under Section 9 of the Customs and Excise Act 1996 with the above working hours of Customs determined by the Chief Executive in accordance with Regulation 3 (b) of the Customs and Excise Regulations 1996.
2. Non-scheduled aircraft:
Except in special circumstances, all non-scheduled aircraft (including private, charter and corporate) intending to arrive at or depart internationally from Auckland airport should provide Customs with at least 24 hours prior notice of the estimated time of arrival or departure of the aircraft in New Zealand by contacting:

PALMERSTON NORTH AIRPORT LTD
The information below reflects the current arrangement with Palmerston North Airport Limited since regular scheduled international flights ceased there in March 2008:
- Note: The New Zealand Customs Service at Wellington manages all requests for Customs to process ad hoc craft arrivals and departures at Palmerston North airport.
- As Customs no longer has staff based at Palmerston North the Chief Executive of the New Zealand Customs Service has determined there are no working hours of Customs at Palmerston North airport.
- Refer to Section 2 below – "non-scheduled aircraft" for further advice.

1. Scheduled airline services:
a. Currently, there are no scheduled international services at Palmerston North airport.
b. Palmerston North airport remains designated as a Customs airport under Section 9 of the Customs and Excise Act 1996, however, no working hours of Customs have been determined by the Chief Executive in accordance with Regulation 3(b) of the Customs and Excise Regulations 1996.
c. This means that all international aircraft intending to arrive at or depart from Palmerston North airport must obtain Customs prior approval as shown below.

Except in special circumstances, all non-scheduled aircraft (including private, charter and corporate) intending to arrive at or depart internationally from Palmerston North airport should provide at least 3 days prior notice of the estimated time of arrival or departure of the aircraft in New Zealand.

The information below reflects the situation at Waikato Regional Airport Ltd since regular scheduled international flights ceased there on 21 April 2009:
- The New Zealand Customs Service at Auckland manages all requests for Customs to process ad hoc craft arrivals and departures at Hamilton airport.
- Customs no longer has staff based at Hamilton airport and the Chief Executive of the New Zealand Customs Service has determined there are no working hours of Customs at Hamilton airport.
- Refer to Section 2 below – "non-scheduled aircraft" for further advice.
