Designation of Certification Bodies to Issue Certificates of Origin under the NZ-China Free Trade Agreement
The Chief Executive of the New Zealand Customs Service is to designate Independent Verification Services Ltd of Hamilton, the New Zealand Chambers of Commerce Inc and the Wine Institute of New Zealand Inc to issue certificates of origin under the New Zealand-China Free Trade Agreement (FTA) to enable New Zealand exports to China to claim the FTA tariff preference.
The designation of Independent Verification Services Ltd and the New Zealand Chambers of Commerce Inc will relate to FTA certificates of origin for all export goods, whereas the designation of the Wine Institute of New Zealand Inc is to be limited to issuing those certificates for exports to China of New Zealand grape wine classified under tariff heading 22.04 and made solely from grapes grown in New Zealand.
All three entities named above are finalising their respective processes to enable them to receive applications for FTA certificates of origin from New Zealand exporters to China. Also, all three are ready now to commence discussions with New Zealand exporters about the relationships that will need to be put in place to enable them to issue a certificate of origin because they have determined and confirmed that the goods concerned comply with the FTA’s rules of origin. All three expect to commence issuing FTA certificates of origin from 15 September.

There is the prospect that further New Zealand entities will be designated in the near future as an FTA certification body. This is because the New Zealand Customs Service re-issued on 15 August the document it first issued in late May and to which those New Zealand entities that wish to be designated will need to respond. Any response received will be considered as soon as it is received, and advice on the names of the successful responders will be announced once the Chief Executive of the New Zealand Customs Service has made a decision that the responder merits being designated as a certification body.
Responses are to be received by 26 September.
