APPROVED FORMULAE FOR THE DENATURING OF ETHYL ALCOHOL
Excise Item 99.35.45C of the Third Schedule to the Customs and Excise Act 1996 provides for duty free ethyl alcohol when denatured in accordance with a formula approved by the Chief Executive.
The complete list of formulae approved pursuant to Excise Item 99.35.45C are:
- More than 5% by volume of ethylene glycol
- 0.5% by volume diethyl phthalate
- 0.5% or more benzol or xylol
- 0.25% by volume of tertiary butyl alcohol
- 93.5g brucine sulphate or brucine alkaloid per 1000 litres ethyl alcohol to be denatured
- 15.6g denatonium benzoate per 1000 litres ethyl alcohol to be denatured
- 1 part by volume absolute phenol per 100 parts by volume ethyl alcohol
- 66 millilitres emetine hydrochloride and at least 15 (and not more than 20) millilitres of methanol per litre of ethyl alcohol
- At least 1.5 (and not more than 2) litres of methanol and not less that 500 millilitres pyridine per 100 litres ethyl alcohol
- At least 1.5 (and not more than 2) parts by volume methanol, and 1.5 parts by volume shellac copal or other resins at least to parts by weight, to every 100 parts by weight of ethyl alcohol
- 1% by volume acetic acid
- 6.6 grams benzocaine per 100mls
- At least 1.5% (and not more than 2%) by volume methanol may be added when denaturing ethyl alcohol
- 10 grams of denatonium benzoate per 1000 litres of ethyl alcohol together with the addition of at least 1.5% (and not more than 2%) methanol.
- Pyridine shall consist of the bases derived from coal tar and unless it conforms to the following tests:
(a) It shall not be more deeply coloured than a solution of 2ml of decinormal iodine dissolved, in 1 litre of water
(b) It shall mix readily and completely with spirits, and shall give a clear or only slightly opalescent solution when mixed with twice its volume of water
(c) 10 ml of a 1 percent solution of the pyridine in water on vigorous shaking, after the addition of 5ml of an aqueous solution of cadmium chloride containing 5 grams of the anhydrous fused salt in 100ml, shall produce immediately a distinct crystalline precipitate and an abundant separation of crystals within 10 minutes
(d) A white precipitate shall be formed when 10ml of a 1 percent solution of the pyridine in water are mixed with 5ml of Nessler's reagent
(e) 1 ml of crude pyridine dissolved in 10 ml of distilled water shall require not less than 9.5 ml of normal sulphuric acid for neutralisation, using Congo Red paper as the indicator
(f) 100 ml slowly heated under the conditions laid down for benzol for motor fuel by the British Engineering Standards Association (BS Specification 658 of 1962) shall give a distillate of at least 50 ml at a temperature of 140oC and of 90 ml at 160oC.
- Ethanol denatured with 1% by volume regular grade gasoline or with 1% by volume premium grade gasoline.
