Customs designated airports

All overseas aircraft must arrive at or depart from a Customs place (Customs airport).

The only exceptions are in extraordinary circumstances – such as an emergency – or when prior approval has been given by the Chief Executive of the New Zealand Customs Service (refer to application form NZCS 361). If your request is declined you must arrive at or depart from a Customs airport.
 
At some Customs airports, Customs officers will only be in attendance for scheduled international services. Other conditions may apply as shown below.
 
If an aircraft arrives or departs outside normal Customs working hours, any charges payable will be levied as per Customs Regulation 4 and Regulation 5.
 
All non-scheduled flights – including private, charter and corporate planes – should provide at least 24 hours prior notice of their estimated time of arrival – or departure – by emailing the details to: ITOCOPS@customs.govt.nz.

Hamilton airport is designated as a Customs place; however, the airport does not currently have scheduled international flights; and until further notice, there are no working hours of Customs determined under Regulation 3(b) of the Customs and Excise Regulations 1996.

​Ohakea Airport is operated by the Royal New Zealand Air Force and is designated as a Customs place with the following conditions and restrictions:

That the arrival and departure of aircraft at Ohakea Airport shall be limited to:

  • aircraft operated by the Royal New Zealand Defence Forces, Visiting Forces, and their supporting aircraft; and
  • aircraft required to divert from another Customs airport due to navigational requirements, stress of weather or other necessity; and in such circumstances, all passengers and goods must remain onboard the aircraft until disembarkation or unloading is permitted by a Customs officer; and
  • other aircraft, subject to Customs’ prior approval being obtained and at least three working days’ notice is given in seeking such approval.

There are no working hours of Customs determined under Regulation 3(b) of the Customs and Excise Regulations 1996.

The Chief Executive has exempted the New Zealand Defence Forces, Visiting Forces and their supporting aircraft from the requirement to pay a charge under subclause (1) of Regulation 4 of the Customs and Excise Regulations 1996.

Palmerston North airport is designated as a Customs place with the following conditions and restrictions imposed on the airport company:

  • Palmerston North Airport Limited must obtain Customs’ prior approval for any international arrival at or departure from Palmerston North Airport.
  • Palmerston North Airport Limited will give the Customs Service at least 3 working days' notice of the proposed arrival or departure of any international flights at or from Palmerston North Airport.
  • Palmerston North Airport Limited will not allow the arrival or departure of any international flights carrying a combined total of passengers and crew in excess of 12 without the prior permission of the Customs Service.

  • That Rotorua International Airport Ltd must obtain Customs’ prior approval for any non-scheduled international arrivals at or departures from Rotorua Airport, and give at least three working days’ notice in seeking such approvals.

The Chief Executive has exempted The New Zealand Defence Forces, Visiting Forces and their supporting aircraft from the requirement to pay a charge under subclause (1) of Regulation 4 of the Customs and Excise Regulations 1996.
