All customs and excise revenue that is lawfully due is collected.
Collecting all customs and excise revenue that is lawfully due is a long-standing core function of Customs. Last year more than $7.2 billion was collected by Customs on behalf of the Government. The focus is on continuing cost-effective collection, while also developing Customs’ understanding of the amount and nature of leakage from the revenue base, and, as necessary, developing strategies to combat this.

Strategic Goal 2003 – 2006
Customs will size and secure the customs revenue base by:
- maintaining highly efficient and cost-effective revenue collection processes;
- determining the nature and quantum of leakage;
- developing and implementing economically efficient strategies to address leakage; and
- enhancing operational alliances and information exchange programmes with national and international law enforcement agencies, community organisations and commercial entities.
Achievement of this goal will allow Customs to provide a higher level of assurance to the Government over the extent to which customs and excise revenue is collected. To date the emphasis has been on low-cost revenue collection in line with The Treasury forecasts. Customs will pursue revenue leakage where it is cost-effective and economically efficient to do so.
Performance Indicators
Progress towards achieving this outcome will be indicated by the levels of:
- revenue against The Treasury forecasts;
- compliance costs imposed on those paying; and
- revenue leakage identified and pursued.
