Fact Sheet 2 - United Nations Export and Import Sanctions

The New Zealand Government has imposed export and/or import sanctions against a number of countries, under the United Nations Act 1946, in response to resolutions adopted by the United Nations Security Council. The goods covered by the sanctions may not be exported from or imported into New Zealand, to or from the countries concerned, except with the consent of the Minister of Foreign Affairs and Trade.

 COUNTRY EXPORT  SANCTIONS IMPORT SANCTIONS
 Afghanistan Arms and related materials of all types, including weapons, ammunition, military vehicles and equipment, paramilitary equipment, and parts for all of these goods for exportation to:

(a) Usama bin Laden

(b) The Taliban

(c) A Taliban entity

(d) An Al Qaida entity.
 
 Cote d’Ivoire Arms and related materials of all types including weapons, ammunition, military vehicles, and equipment or paramilitary equipment, including spare parts for any such goods.  
Democratic People’s Republic of Korea (North Korea) The following goods to the Democratic People’s Republic of Korea:

(a) Military equipment such as battle tanks, armoured combat vehicles, large calibre artillery systems, combat aircraft, attack helicopters, warships and missile or missile systems, and spare parts for these goods.

(b) Weapons of mass destruction, ballisticrelated goods including chemicals, biological agents, plant and animal pathogens, nuclear material, equipment and technology and missiles.

(c) The following luxury goods:
  • Alcoholic beverages.
  • Bone china.
  • Cameras and movie equipment.
  • Carpets and tapestries.
  • Cars, motorcycles, snowmobiles, motorboats, yachts, aircraft, and their parts and accessories.
  • Caviar and its substitutes.
  • Chocolate.
  • Computers, audiovisual equipment (e.g., CD players and DVD players), data or software (e.g., films, music, or both, recorded or stored on CDs or DVDs), and things on which data or software is or may be recorded or stored.
  • Cosmetics.
  • Crustaceans, molluscs and aquatic invertebrates and goods containing these species.
  • Crystal glassware.
  • Deer velvet.
  • Designer clothing.
  • Designer furniture.
  • Fountain pens.
  • Fur products and artificial fur products.
  • Honey and its derivatives.
  • Jewellery.
  • Leather bags and clothes.
  • Mobile telephones.
  • Musical instruments.
  • Perfumes.
  • Portable information and media devices (e.g. personal digital assistants (PDAs) and MP3 players or other digital audio players).
  • Precious metals, precious and semiprecious stones, and articles made from them.
  • Sporting goods and equipment.
  • Tuna, toothfish, salmon and goods containing these species.
  • Works of art, collector’s pieces and antiques.
  • Wristwatches.
The following goods from the Democratic People’s Republic of Korea:

(a) Military equipment such as battle tanks, armoured combat vehicles, large calibre artillery systems, combat aircraft, attack helicopters, warships and missile or missile systems, and spare parts for these goods.

(b) Weapons of mass destruction ballistic-related goods including chemicals, biological agents, plant and animal pathogens nuclear material, equipment and technology and missiles.
Democratic Republic of the Congo Arms and related materials of all types including weapons, ammunition, military vehicles, and equipment or paramilitary equipment, including spare parts for any such goods.  
Iran Goods that could contribute to Iran’s enrichment-related, or reprocessing, or heavy water-related activities, or to the development of nuclear weapon delivery systems. Nuclear weapon, missle, or enrichment-related goods.
Iraq The following goods to Iraq:

(a) Weapons of all kinds such as arms, ammunition, missiles, military vehicles and equipment, or paramilitary equipment.

(b) Spare parts for the goods listed in paragraph (a); and

(c) Goods that may be used to produce the equipment listed in paragraph (a).

(d) Iraqi cultural property, i.e., items of archaeological, historical, cultural, rare scientific, and religious importance illegally removed from the Iraq National Museum and other locations in Iraq.

Liberia Arms and related materials of all types, including weapons, ammunition, military vehicles and equipment, paramilitary police equipment and related materials of any type, including spare parts for any such goods. Diamonds originating from Liberia.
Rwanda Arms and related materials of all types, including weapons, ammunition, military vehicles and equipment, and paramilitary police equipment, and spare parts for such goods.
Sierra Leone The following goods to Sierra Leone:

(a) Arms and related materials of all types, including weapons, ammunition, military vehicles and equipment, and paramilitary police equipment, and spare parts for such goods.

(b) Petroleum and petroleum products.
Diamonds originating from Sierra Leone.
Somalia Arms and related materials of all types, including weapons, ammunition, military vehicles and equipment, paramilitary police equipment and related materials of any type, including spare parts for any such goods.
Sudan Arms and related materials of all types including weapons, ammunition, military vehicles, and equipment or paramilitary equipment, including spare parts for any such goods.
