13. Who is responsible for the excise returns – the manufacture, off-site storage area licence holder or first owner?

This question has been explained in detail in questions 5, 8, 11 & 12.

To reiterate, an offsite storage area is only responsible for lodging excise returns on behalf of unlicensed first owners who store their wine in that offsite storage area. This is by virtue of Customs Regulation 52A.
