15. Can the first owner take responsibility for excise returns if not licensed?

A

No. The Act places liability for all such things on licensees.

In practise currently a number of licensees have their accountants lodge excise returns on their behalf. The NZ Customs Service has accepted these returns.

1. What is the definition of geographical area in respect of off-site storage areas? Is this 'law' or 'policy'?
