3. Is a 'cleanskin' a finished product?

A

Definition: - Bottled finished wine without a label.

No. Section 2 (1) and 2(3) of The Act contains definitions of what constitutes manufacture in relation to goods that are manufactured in NZ. That definition includes “ancillary processes” such as packaging and labelling as part of manufacture. As “cleanskin” wine has not yet completed the defined manufacturing process it would be regarded as unfinished wine.
