Released Information

This section contains documents released to the public relating to the Border Executive Board. Member agencies will also release border related information on their websites.

A Cabinet paper has been proactively released to change the Border Executive Board from an interdepartmental executive board to a sector leadership group from 1 January 2026.

The paper sought agreement to change the Border Executive Board from an interdepartmental executive board (IEB) under the Public Sector Act 2020 (the Act) to a sector leadership group with a Cabinet mandate and Ministerial oversight. 

The change comes into effect from 1 January 2026. The sector leadership group model is considered more appropriate for a sector that has embedded stronger arrangements to identify and address shared risks, issues, and opportunities across the border system and make it easier to work with industry. The level of entity compliance and participation in Parliamentary processes of an IEB is now considered excessive.

Annual Reports

The Annual Report highlights the Border Executive Board's activity between 1 July and 30 June each year.

Scenarios and estimates of future border volumes of incoming passengers and cargo, through both aviation and maritime borders.

Briefings to Incoming Ministers

These briefings provide a new Minister with an introduction to the work of the Border Executive Board, an overview of the work programme, and the Board’s priorities for the coming months.

Collective Responsibility for an Integrated Border System and COVID-19 Border Defences

This paper reports back on the areas in which the Border Executive Board will improve the performance of the border sector.

Maritime COVID-19 scenarios for cruise ships

This briefing was sent to the Minister for COVID-19 Response to support the re-opening of the maritime border to foreign flagged vessels and cruise ships.
