or in a CRE, or sent as a stand-alone CRE or ICR
message specifically for the transhipment request.

New Requirement DTR

NEW: Domestic Transhipment Request (DTR)
Incorporates MPI BACCA data and will replace:

  • Customs’ “Paperless Transhipments” and
    hard copy “Permit to Remove” for movement
    in NZ ‘under bond’;
  • MPI’s eBACCA requirements for movement
    off-wharf and General Authorisation for
    airfreight movements

Will be required for all movement of un-cleared cargo
out of the Air Cargo Terminal or wharf – whether
moving 500m to a freight forwarder, or to another city.

Can be included in the carrier or consolidator ICR,
or in a CRE, or sent as a stand-alone ICR or CRE
specifically for the transhipment request.

Will be introduced and mandated once the business
process pilot is completed (date tbc).

Report
OCR To report bill number and Customs clearance
number of all consignments on a craft  - minimal
change to content.

Advance Notice of

ANA For commercial ships.  Incorporates Inward Report
information if known, precluding the need for a
