Secure Exports Scheme
The Secure Exports Scheme (SES) helps New Zealand exporters minimise Customs delays at international borders and get priority in recovering from trade disruptions.
The SES is New Zealand’s Authorised Economic Operator (AEO) programme, which meets the global supply chain security standards set by the World Customs Organization.
As accredited SES partners meet the required level of security, it means we have to intervene less in export movements. It also means that countries we have a Mutual Recognition Arrangement (MRA) with similarly trust these export movements, giving SES a competitive edge overseas.
We currently have MRAs with customs administrations in Australia, Canada, China, Hong Kong, Japan, the Republic of Korea, Singapore and the United States of America.
Other benefits of the SES include:
- a secure supply chain from the point of packing to the point of export
- reduced fees for export entry lodgements
- a dedicated point of contact at Customs
- less chance of intervention allows more time to load shipments and complete documentation assuring your overseas customers that your security practices meet internationally-recognised standards (World Customs Organization SAFE Framework)
- opportunity for business with overseas importers who are similarly committed to supply chain security
- minimal trade disruption from security alerts
- access to border clearance privileges for countries we have MRAs with
- advice and assistance from us if you have issues at the borders of countries we have MRAs with.
We are responsible for:
- managing your application to become a partner, and providing feedback and advice on this process
- helping you with questions or concerns about your supply chain
- undertaking validations and audits to ensure that you comply with, and maintain, the agreed level of security
- providing security assurance to our MRA trading partners.
You are responsible for:
- giving us accurate advance export information
- maintaining the agreed level of security
- working together with us for a ‘no surprises’ environment.
To become an SES partner, you must demonstrate that you meet the minimum standards for supply chain security. Your goods must be:
- securely packaged
- packaged on their own (ie not with other goods)
- securely transported to their final shipping destination, without interference.

Join the SES
We use an outcomes-based rather than prescriptive approach. This means we’ll ask you how you’ll meet the minimum standards required.
You must complete:
- C15 Application for Customs-approved Secure Exports Scheme (DOC 235 KB)
- a Security Plan (PDF 304 KB)
- a Process Map (PDF 212 KB)
- a Site Plan (PDF 248 KB)
- a Transport Operations and Packaging Security Plan (PDF 271 KB).
