Green light for Customs, MPI and industry Domestic Transhipment (DTR) Pilot

DTR airfreight pilot to start in July.

Over the last four weeks, Customs and MPI have consulted more than 150 industry representatives through a series of regional and virtual presentations. Download a PDF copy of the PowerPoint presentation (PDF 1 MB).

Following positive feedback, Customs and MPI will be partnering with selected organisations to run the Domestic Transhipment Request (DTR) pilot for airfreight from July to September 2021.

What is happening

The electronic Domestic Transhipment Request (DTR), which is completed using the Inward Cargo Report (ICR) message, was not introduced with the other ICR functions.

While this is built and fully tested in TSW, Customs and MPI agreed to run a thorough pilot and consult with industry before this major business process change is mandated. The aim of the pilot is to confirm systems and processes are in place to support removing the current manual process.

DTR readiness

Update 1: Domestic Transhipment Pilot Project confirmed

The electronic Domestic Transhipment Request (DTR), which is completed using the Inward Cargo Report (ICR) message, was not introduced with the other ICR functions. While this is built and fully tested in TSW, Customs and MPI agreed to run a thorough pilot and consult with industry before this major business process change is mandated. Customs and MPI have now agreed to begin with air freight, starting in July and completing in September. The aim of the pilot is to confirm systems and processes are in place to support removing the current manual process.

Following industry feedback after the introduction of electronic delivery notifications, Customs and MPI will be holding roadshows in June to consult with industry on the introduction of DTR. The date, times and locations for these will be advertised in the next fortnight, and registration for the sessions will be required so we provide the right number of sessions. For early notice, the Auckland sessions are planned for the week starting 21 June and Wellington and Christchurch sessions for the week starting 28 June.  

More information on DTR, the roadshows and becoming a pilot partner will be released in the coming weeks.

Before a sea freight pilot project can be confirmed, all port companies will need to confirm readiness to be able to receive TSW status notifications on domestic movements. This is because messages resulting from ICR processing contain notifications for clearance and notifications for movement, and port companies will need to be able to receive and act on these.  Customs and MPI will be working with the ports to make these changes in anticipation of a sea freight pilot beginning early 2022.
