Registering to submit lodgements and registrations

Information on how to submit lodgements and registrations.


You don't need to register for TSW Online if you have a broker - they can apply for codes for you.

To become a Trade Single Window (TSW) registered user (declarant), you need to apply to be a user and for a declarant code.

TSW allows registered users to:

  • submit online craft and cargo information – “lodgements” – required by NZ government agencies
  • get responses from those agencies
  • submit and manage applications for importer, exporter and supplier codes
  • view and manage lodgements.

If you’re importing or exporting goods worth more than NZ$1,000, you need a client code. A supplier code will also be required when completing import declarations.

TSW registered users – ie declarants – can submit lodgements they’re approved for. These may be:

  • outward cargo reports
  • import declarations (declarants only)
  • export declarations (declarants only)
  • inward cargo reports containing write-off requests (declarants only)
  • cargo report export without write-off
  • cargo report exports containing write-off requests (declarants only)
  • unaccompanied baggage clearances (declarants only)
  • household effects clearances (declarants only)
  • Excise Declarations
  • Advance notice of arrival
  • Advance notice of departure
  • Inward cargo reports without write-off.

Apply to be a TSW user

To become a Registered User (declarant) you need to apply to become a TSW user and for a declarant code.

  • Go to tsw.govt.nz
  • Click on “Register” and sign in with RealMe (if you don’t have a RealMe login, you must register for one)
  • What do you want to do in TSW?
    • If you want to submit importer, exporter and supplier code applications
      • Select "for my organisation" or "On behalf of clients" and tick "get click codes"
    • If you're already a declarant:
      • Select "Update my own details" and a new field will appear "do you already have a client code?" Enter your declarant code in this field.
    • If you're registering as a declarant
      • Select "For me" and tick "get client codes..." and "submit import and export declarations". Then tick the declarations you'll be submitting.
    • If you want to submit lodgements and don't need a declarant code:
      • Select "For me" and tick "submit import and export declarations and reports". Then select the reports you want to submit.  Note: You may also need a carrier or shipping agent code dependent on what you want to do.
  • Upload:
    • a copy of an official photo identity document
    • criminal record
    • NZQA standard or training certificates
  • Receive an email from us with your TSW User ID.
